A brief introduction to the secret society Hypnoman wishes to build.

Among the various supervillains of Engine City, Hypnoman's aims stand out for the monumental scale they possess. He not only intends to enthrall the women and girls of the city but also to create an entirely new society based on his evil will and worship of him. This society, referred to by Sleepwalker propaganda as the 'Dream State,' would not supplant the preexisting state of affairs in Engine City but rather operate in the shadows, parallel to it.

Intended to operate without the knowledge of the men of the city, the 'Dream State' would have its own organs of governance, economy, security forces, media, and cultural practices. All these elements would be maintained by the mind-controlled women serving their villainous master, existing side by side with ordinary society yet remaining completely out of sight.

The Dream State's economy would involve everything from small businesses to massive corporations secretly funneling money into Hypnoman's projects as well as other parts of his hidden government. Everything from money laundering to creation of shell corporations would be used to ensure that the Dream State remains wealthy along with its master. Vice would play a large part of it including prostitution and gambling dens. 

Media outlets within the Dream State would be carefully tailored to disseminate Hypnoman's propaganda, with everything from periodicals, podcasts, hidden TV stations and radio shows. Sleepwalker journalists, Mouthpieces, would saturate their fellow women with all manner of heavily biased spins of current events to suit Hypnoman's agenda. The aim of the Dream State's press would not be to speak truth to power or inform the women of Engine City, but ensure that they all see the world through the lens their ruler wishes them to. Previously honest anchorwomen would brazenly defend Hypnoman's schemes whilst denouncing those who may pose a threat to him.

Order would be preserved through mass scale surveillance of the Sleepwalkers, the utilization of Dream Police, and the use of brainwashed superheroines to carry out black ops missions. Despite the presence of such an intrusive system of observation, the Sleepwalkers wouldn't mind it in the slightest. The right to privacy would be something Sleepwalkers view as patently unnecessary. Likewise, rule of law would be a concept completely absent in the Dream State. Hypnoman's will would be the only law, and acts usually considered criminal would be allowed should they be deemed to serve his interests.

Hypnoman does not seek to squash Engine City and rebuild it in his image. Instead, he wishes to create a metaphorically separate world for the brainwashed women who serve him that hides in plain sight. A world that is ruled by his will. A world where his will is obeyed. A world where he is worshipped.

A world that is both unseen and yet all encompassing.
