Hypnoman's eyes and ears within Engine City's law enforcement, Dream Police are valuable assets in his plan to take control of the city's women.

Dream Police can be create through the brainwashing of policewomen and female detectives. Their main objective is to ensure that investigations into Hypnoman's activities are foiled, ideally before they can even begin. They constantly feed information to other Sleepwalkers so as to better coordinate activities, even going so far as to provide Chateau Svengali's technicians with backdoor access to police computer systems. The work laptop of a Sleepwalker in the Dream Police would be outfitted with spyware so her communications can be monitored. They also seek to convert any of their female coworkers into Dream Police while also trying to brainwash women they encounter while out in the field, be they criminals or witnesses they are able to corner.

Regardless of their beliefs prior to brainwashing, all Dream Police possess the same worldview. Their beliefs in the preservation of order are not so much erased as they are warped by their conditioning. The cornerstone of this worldview is the idea that Hypnoman's will is law. Women who do not do his bidding are breaking the law. A woman who admires and obeys Hypnoman, a Sleepwalker essentially, is the 'law abiding' woman. A woman in the Dream Police believes that enslaving the women of Engine City to Hypnoman's will shall create a much more peaceful and orderly society. Any action a Sleepwalker carries out in the course of advancing Hypnoman's agenda is considered lawful by the Dream Police. Be it abduction, stalking, theft, breaking and entering or similar activities, the Dream Police view them all as being legal if committed by a Sleepwalker.

Dream Police will sometimes gather information on high value targets by carrying out surveillance before attempting to brainwash them. A city councilwoman may have hidden camera placed in her home. A female athlete may be followed by plainclothes operatives for a few weeks. A business executive could have her phone bugged. Though they carry out some similar activities, Dream Police have fundamental differences in how they operate compared to the coercive agencies one might expect to find in an autocracy. The Dream Police do not kill or torture. They have no need for secret prisons, though they do operate out of safe houses. Women who commit the crime of not serving Hypnoman are all treated the same, being given 'rehabilitation' though hypnosis and indoctrination.

However, Dream Police carry out their duties with the intention of helping Hypnoman become Engine City's shadow dictator. They see themselves are truly creating a better society by robbing their fellow women of their thoughts and freedom. Moreover, they see no reason why a woman of Engine City would ever want freedom. Once Hypnoman is secretly controlling everything in the city and its women have been converted into Sleepwalkers, they reason, rights will be essentially unnecessary. A Sleepwalker would have no need for freedom of speech because she would never criticize Hypnoman. A Sleepwalker would have no need for freedom of thought because she would think what Hypnoman wants her too. A Sleepwalker would have need for the right to privacy because she would never hide anything from her master or her sister Sleepwalkers.

To a Sleepwalker in the Dream Police, freedom is not a prerequisite for the women of Engine City to have blissful lives.

Dream Police are universally looked up to by other Sleepwalkers no matter their prior opinions about law enforcement. They are to focus of a great deal of internal propaganda, and the Dream Police can reliably count on the support of other types of Sleepwalkers throughout the course of their operations. An ordinary Sleepwalker would jump at the chance to aid an officer of the Dream Police, be it by helping to kidnap a potential recruit or acting as an informant. Dream Police frequently act as handlers for a small group of informants, overseeing the infiltration of numerous groups.
